All of Orange County. Anaheim, Santa Ana, Irvine, Huntington Beach, Fullerton, Mission Viejo, Newport Beach, the whole county from the Los Angeles County line down to San Clemente.

Cross north into Los Angeles County and you are in the Los Angeles Division. Cross east into Riverside County and you are in the Riverside Division. Neither line is negotiable.

What the docket looks like

Orange County consumer cases skew toward higher household income and higher housing cost than the district average, and that shifts which questions matter.

  • The means test comes into play more often. Household income above the California median for your household size means completing the longer calculation rather than qualifying automatically.
  • Home equity is a live issue in much of the county, which pushes some homeowners toward Chapter 13.
  • Second mortgages and HELOCs show up frequently, and their treatment differs sharply between the two chapters.
  • Self-employment and commission income are common, and they complicate the six-month income averaging the means test requires.

None of that makes a case unwinnable. It makes the intake work matter more, because a means test built on a sloppy six-month income figure is a means test that gets challenged.

Failing the means test is not the end

People hear they are over the median and assume bankruptcy is closed to them. It is not. The means test allows deductions for secured debt payments, taxes, health care and other expenses, and plenty of people over the median still qualify for Chapter 7 after the full calculation. If not, Chapter 13 remains available and often produces a better result on a house anyway.

Same rules, same fees
